
The CBYRA Bylaws state that among the goals of the organization is the promotion of amateur sailboat racing among the members of the Association by developing and maintaining standards for competition, and by coordinating racing schedules and regattas. In order to accomplish those goals, CBYRA has established a number of rules and guidelines for those who race on the Chesapeake Bay.
This Section describes twos such rules and guidelines: Scheduling of Sanctioned Events and Rules for Sanctioned Events.
Scheduling of CBYRA Sanctioned Events
A. Authority and Appointments
Pursuant to Article VII, Section 2 of the By-laws, the Vice President for Race Administration will appoint the Chair of the Race Schedules Committee (Scheduling Chair) and Editor. The Scheduling Chair may appoint Regional Schedulers. The Junior and One Design Division Chairs may appoint schedulers for those Divisions or serve as the Division Scheduler.
B. Review and Approval
Member Organizations (Host Clubs) will submit their annual schedules to the Scheduling Chair, Division Scheduler, or Regional Scheduler, as appropriate. After review and approval, the Division Chairs and Regional Schedulers will submit their schedules to the Scheduling Chair for final approval.
C. Regional, Junior, and One Design Scheduler Responsibilities:
- Have primary authority for the scheduling of sanctioned events for their respective region or division.
- Acts as mediator between Clubs and Classes where scheduling conflicts might arise.
- Checks that Member Organizations meet their scheduling requirements, including the payment of fees.
- Checks that Classes meet their scheduling requirements.
- Prepares a preliminary schedule for distribution not later than the Annual General Meeting to the Scheduling Chair, all Member Delegates, and Classes.
- Coordinates with the Scheduling Chair and, as needed, other members of the Race Schedules Committee.
D. Scheduling Chair Responsibilities:
- Has final authority, subject to a CBYRA Executive Committee level appeal, for the scheduling of sanctioned events.
- Mediates scheduling conflicts between Host Clubs or between Regions.
- Coordinates with Regional and Division schedulers.
- Assures that Member Organizations meet their scheduling requirements.
- Assures that Classes meet their scheduling requirements.
- Assures that Division and Regional Schedulers meet their scheduling requirements.
- Assigns Sanction Numbers (as described in “Rules for Sanctioned Events”).
- Provides a final schedule for inclusion in the Green Book (COD, Handicap), Red Book (Juniors), Blue Book (One Design), or equivalent electronic publication.
- Submits the final schedule for publishing on the CBYRA website.
- Assures that all schedules have been properly distributed and published by any deadlines.
E. Member Organization (Host Club) Scheduling Responsibilities:
Prior to the deadlines described below, each Host Club shall inform (as appropriate) the Regional or Divisional Scheduler:
- Dates the club intends to hold a Sanctioned Event.
- Classes that they intend to invite to each event.
- That they have provided a signed acknowledgment, or equivalent, to each Class representative invited to participate in their event.
- That they shall meet any deadlines or other requirements set by the Scheduling Chair.
For Cruising One Design and Handicap events, the deadline for the Host Club to inform the Regional Scheduler is November 15th of the preceding year.
For Junior and One Design Division events, the deadline for the Host Club to inform the Junior or One Design scheduler is February 1st of the year of the event.
F. Class Scheduling Responsibilities:
Each Class shall inform the respective Scheduler, and Host Club of:
- Sanctioned Events they would like to participate in.
- Sanctioned Events they wish to be scored for High Point.
This notice may take place at but not later than the date of collaboration meetings held by the Scheduling Chair, Regional Scheduler, or Division Scheduling Chairs within 60 days of the deadlines in E.4 above.
G. Editor Responsibilities:
The Editor will compile each schedule and other information deemed pertinent by the Division into the relevant CBYRA publications.
H. Determination of Authority and Responsibilities (as elaborated under “Rules for Sanctioned Events”):
- The Member Organization shall have the final determination of which Classes shall participate in their event.
- CBYRA shall have final determination of which events will be Sanctioned Events and assigned a sanction number.
- Classes shall have final determination of which Sanctioned Events shall be scored for High Point.
I. Changes to Final Schedules
Any proposed changes to the Schedule shall be made by notifying the Scheduling Chair, Host Club, Class, and High Point Scorer not less than thirty days in advance of the change. This notification shall be in writing and must indicate the agreement of the Host Club/Classes affected. The Class representative is responsible for proper and timely notification to all members of their Class that the change is being instituted. Finally, the Event’s Organizing Authority will change any Notice of Race (RRS 89.2) and the Race Committee will change any Sailing Instructions as needed (RRS 90.2).
Rules for CBYRA Sanctioned Events
A. Description and Composition of CBYRA Sanctioned Events
1. CBYRA Sanctioned Events (Events) can consist of:
- a single race held on a single day (or days for distance races).
- multiple races held on a single day, or
- a single day of a multi-day regatta, where each day is treated as a separate Event.
- a regatta, held over several days, with possibly multiple races, but designated as a single Event.
2. Event(s) will be:
- Organized by a CBYRA Member Organization(s) (Host Club).
- Participated in by CBYRA Division(s) sanctioned Class(es) (CBYRA Class), and
- Approved by the CBYRA Schedule Chair,subject to the CBYRA Executive Committee review.
- Open to any CBYRA Individual Member and should offer a preferential entry fee for CBYRA members. (Example: CBYRA members pay $40, others pay $45).
3. Event Sanction Number(s):
- The Host Club determines composition of Event(s) (as described in section A.1 above) during the annual CBYRA Scheduling process.
- The CBYRA Scheduling Chair will then review, assign, and publish a separate Sanction Number for these Events (subject to section A.2.c).
- After publication of the Schedule and/or Notice of Race, an Event designation will not be changed without the review and consent of the Host Club, affected CBYRA Class(es), and Schedule Chair.
4. Event(s) will be sailed within the confines of CBYRA boundaries.
B. Host Club’s Responsibilities:
- Apply the Racing Rules of Sailing (RRS) to govern CBYRA Sanctioned Regattas. Under the RRS Rules definition, these include (in part): US SAILING Prescriptions, Individual Class Rules, Notice of Race, and Sailing Instructions. As allowed in the RRS, as needed, the Host Club may invoke other Rules to apply to the Regatta.
- For CBYRA CRUISING ONE DESIGN DIVISION and HANDICAP DIVISION Sanctioned Regattas, unless a separate Event Sailing Instruction applies, use the current CBYRA Green Book Sailing Instructions (GSI), including any GSI Amendments. [In event of a conflict between these Rules and the GSI, the GSI (including amendments and affiliated Event Sailing Instructions) take precedence. ]
- May offer a start to a non-CBYRA Recognized Class as long as the Event also offers starts for some recognized Class(es). Host Clubs running approved CBYRA or US SAILING Championships may also offer a start to a non-CBYRA Recognized Class(es).
- Publish results within 2 weeks of (the later of): the conclusion of the Event(s), any Protest Hearing(s), or other final post-Event activity.Results to correspond to each Event include:
- A final score for each Skipper comprising their full name, Sail Number, Class, and Boat Name (Handicap only).
- The rhumb line length of the course sailed(for Handicap and Cruising One Design only).
- The start time and length of time for the first first boat to finish in each Class or Section or the average speed in knots over the course (for Handicap and Cruising One Design only).
Failure to provide the requested information for each Event may result in the Event’s exclusion from the High Point.
Multi-Day Regattas with Multiple Sanction Numbers:
- When a Host Club requests multiple sanction numbers for a multi-day regatta, they must publish results that clearly align with each sanctioned Event.
- Example: A three-day regatta with three sanction numbers must have results separated and totaled by day, ensuring that standings for each day are distinct.
- If daily results are not published, CBYRA may use the overall regatta results for only one sanction number, and any additional sanctioned Events without separate results may be excluded from High Point scoring.
C. Competitor and Boat Responsibilities:
- A competitor entering an Event shall be a member of a National Authority (e.g., US SAILING) or an affiliated organization (which includes both CBYRA and CBYRA Member Clubs).
- A boat conforming to RRS 77 (Identification on Sails) and RRS Appendix G (Identification of Sails) and racing in another Class shall use either US SAILING (or other National Authority) numbers or one design class identification, whichever is on file with their valid rating certificate with that other Class.
D. Sanctioned Regattas and CBYRA High Point:
- Only CBYRA Sanctioned Regattas with assigned Sanction Numbers and having concurrence of the Host Club, Class, and Schedule Chair will be scored for CBYRA High Point. A Sanctioned Regatta will not count for CBYRA High Point without the consent of the Class.
- While conducting a CBYRA Sanctioned Regatta, a Host Club may offer, and a Class may accept, a start that does not count for CBYRA High Point.
E. Schedule of Fees:
Handicap/Cruising One Design Divisions
- Sanction Fee by Event: $75
- Non-Sanction Listing by event: $30
